In its own words
The project's README opens: "GraphHopper is a fast and memory-efficient routing engine released under Apache License 2.0. It can be used as a Java library or standalone web server to calculate the distance, time, turn-by-turn instructions and many road attributes for a route between two or more points. Beyond this "A-to-B" routing it supports "snap to road", Isochrone calculation, mobile navigation and more. GraphHopper uses OpenStreetMap and GTFS data by default, along with precise elevation data, and can also import other data sources."
Why it ranks here
Health score explained
GraphHopper scores 85/100, #10 of 20 in Maps and Global Positioning System (GPS): 77 commits in the last 90 days earn 35.0 of 35 points, the latest release (11.1, 1 month ago) earns 25.0 of 25, 6,748 stars add 15.3 of 20, an active, unarchived repository keeps 10 and no advertised Docker image leaves the final 10 unclaimed. That places it in the good band (70 and above). The biggest shortfall is Docker support, worth 10.0 more points.
